There's A New Sheriff In Town: US Names IRS Chief Executive

The CEO position at the Internal Revenue Service is a newly-formed role. The agency has a great deal of work on its plate as new tax legislation kicks in.

Frank Bisignano, a former Fiserv CEO and JP Morgan and Citigroup senior figure, and current Commissioner of the Social Security Administration, is to become the CEO of the Internal Revenue Service. 

This is a newly-created role for the US tax collection agency.  

Bisignano will report directly to acting IRS commissioner Scott Bessent, who is also Treasury Secretary. Bisignano will retain his existing Social Security position, the Treasury said in a statement yesterday.

With all the changes taking place in regulation – such as anti-money laundering rules – and recent tax law changes from the One Big Beautiful Bill Act – the IRS has a lot of work to do. 

“Frank is a businessman with an exceptional track record of driving growth and efficiency in the private and now public sector,” Bessent said. 

The Treasury said the IRS and SSA – two of the most public-facing and broadly impactful federal agencies – “also share many of the same technological and customer service goals,” making Bisignano a “natural choice” for this role. 

Prior to leading SSA, Bisignano served as chairman and CEO of Fiserv, the financial services and payment technology company. In 2019, he led the merger of Fiserv and First Data while he was serving as CEO of the latter company. While at JP Morgan Chase in the 2000s, Bisignano was the co-chief operating officer and served as the CEO of its mortgage banking unit. Previously, he also served in several roles at Citigroup, including chief administrative officer and CEO of the company’s global transaction services unit.

Deputy secretary
Separately, Bessent announced that Derek Theurer will perform the duties of deputy secretary of the Treasury. Theurer joined the organization in January 2025 as counselor, assisting Bessent with global tax negotiations and enactment of President Donald Trump’s tax cut agenda. He was nominated in March to be deputy under-secretary of the Treasury for legislative affairs.
